Is there anyway to turn this off or make it more reliable?

We have had a number of applicants who fill in the online application form only to have major issues with the security image. They type what they see and submit and it errors to say it is incorrect. Some people have tried this up to 15 times.

I have tried a few test accounts and had the problem but after several attempts I got in.

Hasn't the fix for this always been to turn off masking? Something about IE rejecting third party cookies.
