It's probably staring me in the face, but I cannot seem to located the appropriate area to change the font size for the thread tags (when viewing forum.php under the "Tag" header).

It's not available yet. But the forum is getting some pretty significant tweaks in the coming weeks, and this is one thing that is being addressed.
