I used the wrath template offered here but the forum size (width) is fixed.

Is there an option in the admin layout menu to make the width of the forum resize when I resize my navigator window?

If not... what do I have to do?

When you say the "forum size" you just mean the size of the site in general, correct. That template is a fixed-width template, meaning that it does not stretch to one's layout.

To make that happen, you would have to customize the HTML of the template by going to Admin > Layout > Advanced Layout Options. Admittedly, this is not a trivial task, but it is certainly doable.
