We had an occurrence where we wanted to move a thread from public to private, where only the appropriate people would be able to follow it. Is there (or can there be) a mechanism for accommodating this?

The original poster must convert the thread to a private thread by editing it and checking the "Private Thread" checkbox.

Currently, no. The admins can only change who is in the private thread, but is not able to change it from private to non-private and vice versa.

Perhaps this can be an administration task added in the forum revamp.
