I am sorry I am having a n00b moment. I can not seem to find how to move a post in my forum. Specifically I want to move a member posted thread that was put in the wrong category. I want to admin move it from one thread to another

That option is at the top of the thread. You should have drop down at the very top below the title of the thread that says Thread Tag:.

If you are using an advanced layout this is often missing because of a forgotten system tag in the html file. Make sure your layout file contains all f the following.
<!-- System:Title -->
<!-- System:PageDesc --> (I believe this is the tag that renders the thread tag drop down)
<!-- System:Content -->
