I can download the css file, but when I try to download the layout and menu files I don't seem to get the right info. I've regenerated it a couple times, on both Internet Explorer and Firefox. Is it supposed to be mostly blank?

This is how you should be downloading the files. You'll have to do almost all of your editing in a text editor like notepad:
